There are certain responsibilities that are become important when families are created. These include bonding with each other and becoming a close family unit and for parents, providing for their children both physically and emotionally.
The definition of calamity is "an event causing great and often sudden damage or distress; a disaster." This is a very strong word to use, and I feel that the prophets used this when writing the proclamation to show what a serious issue ignoring family responsibilities is.
Doctrine and Covenants 1:17 sheds more light on this topic. "Wherefore, I the Lord, knowing the calamity which should come upon the inhabitants of the earth, called upon my servant Joseph Smith, Jun., and spake unto him from heaven, and gave him commandments."
God knows that occasionally we will forget or reject our family responsibilities, which is why he provided commandments, which give our actions certain consequences that can help us remember how importance of said responsibilities.
The Proclamation also uses the phrase the "The disintegration of the family", or the fallout of traditional family values. Some modern day examples of this is the unsupport of traditional marriage and the dissolution of gender. These have disasterous outcomes as they lead to the destruction of the basic unit of all society.
